small spots on chest and neck

Hi, I started noticing small white spots on my skin two years ago. They first appeared on my chest and neck. Then they spread to other parts of my body like my rear and shoulders. They don't itch and have not blistered. The spots are visible when I consume alcohol becuase only parts of my skin is cherry red from the alcohol. I look like a cheetah with spots. I had two doctors look at it. One said it was dry skin and prescribed elidel cream. The other said it was ezcema and I had it since birth. It hasn't gone away yet. Does anyone know what it could possibly be or what I could do about it? Thank you.

I doubt that is what I have. My patches are a lot smaller and not on my hands. They are on my chest and neck. They are also less obvious than that.

One Doctor told my son he had eczema too but it turned out to be vitiligo. You should got to a dermatologist.
