dry skin?

Question:
ever since the weather's been cold, the skin around my mouth has been looking really uneven. usually, i have even skintone (except for dark circles). i thought it was dry skin and used vaseline (jelly), vaseline advanced healing lotion, vaseline coco butter, aveeno's lotion for extra chapped skin, and some other little things and nothing's worked. usually, the texture of dry skin is obvious and noticeable, but the weird thing is is that it's all smooth, but just discolored, if that makes sense.
does anyone know what that is? has anyone had it before? should i try lotions like aquaphor or eucerin or something?
i also know it's not from neglecting my skin because i take very good care of it. i cleanse, moisturizer, exfoliate, use a masque, etc.
i thought it'd go away by now, especially moisturizing it more than twice a day, but i guess i'm gonna have to go to the derm for the first time in my life, which i'm nervous about and hoping someone here has been through it and knows what to do =(
thank you so much, in advance!

Alas, applying so many foreign substances, i.e., products, could be the worst thing you could do for your skin right now. Possibly you have perioral dermatitis, since it's around the mouth. Of course, you need a physican to diagnose you.
